My assessment regarding fit (because it appears to be a custom made set) is someone about 5'7" or so would fit well as the shoulder to waist is 16.5". Also the shoulder span on jacket is 16" a good measurement to compare with boleros or over jackets. The waist can accommodate a 27-28" waist as it is sturdy there and best fit trimly there for  optimum style.
I have a 28" waist and was tight but wearable. (Sturdy seams & sturdy fabric.)
The torso of dress (shoulder to waist) was too long on me & I am 5'6".
The dress & jacket was too big in the bust. The shoulder span is too big as I wear a sz 4 jacket or 15" shoulder span.
