The postage stamp apparently paid the drop or circular rate for mailing the poll tax bill on August 12, 1886. The recipient can secure a 4% discount if paid before October or a 2% discount if paid before December. The discount noted is 2%, so Mr. Emery took the bill to the collector's office and paid it in October or November of 1886.
The receipt was carried in Mr. Emery's billfold or wallet so that he could demonstrate payment when he went to vote. As a result, there is significant edge wear and folding.
